What are the best opportunities to get good conditions while the wintertime for windsurfing? Western Australia, Cabo Verde, Baja California, Chile, Brazil or Hawaii?

I had great trips to South America (Peru, Argentina, Venezuela), Baja California and Asia (Taiwan, Philippines, Vietnam, Thailand, Malaysia), but also to spots in the mediterranean sea.
